Hoje é o último dia do ano de 2019. Nos últimos dias fizemos balanço dos feitos e projetamos o ano vindouro. Para a FICASE o objetivo maior mantém-se ano após ano. Continua a ser a nossa missão ajudar os que realmente precisam! O nosso dever é, sobretudo, garantir os direitos constitucionais a nível da educação, por meio da ação social escolar.

Fazemos isso há mais de 3 décadas. Durante este período ficam registados ganhos conseguidos e reconhecidos pela sociedade cabo-verdiana em prol da educação inclusiva. Ao longo da nossa caminhada, fomos crescendo à medida dos grandes desafios do país. Nascemos em 1983 enquanto ICASE. Sob esta identidade, fizemos o nosso melhor até 2010, ano em que sofremos uma profunda remodelação. Da junção do FAEF, do FAEME e do ICASE, surgiu a FICASE – Fundação Cabo-verdiana de Ação Social Escolar, uma nova marca, mais forte e mais abrangente na sua ação.
Hoje, 31 de dezembro de 2019, celebramos “36 Anos de Ação Social Escolar”. Este marco importante merece uma reflexão profunda com os nossos colaboradores, parceiros e amigos, perante os novos desafios que se impõem à nossa missão. Diariamente recebemos pedidos e mais pedidos de “apoios socioeducativos”. Registamos todos, e temos atendido boa parte deles graças à generosidade e sentido de responsabilidade social daqueles que foram e que são os nossos parceiros.
Aproveitamos este momento especial para reconhecer o esforço e a dedicação de cada colaborador, dizer um bem-haja às cozinheiras e toda equipa das Delegações do Ministério da Educação espalhadas pelos 22 Concelhos do país. Enaltecemos, igualmente, cada gesto solidário dos nossos padrinhos e madrinhas e agradecemos às empresas e instituições parceiras, que muito têm ajudado na concretização dos nossos objetivos.

FICASE APRESENTA PROPOSTA DE MUNICIPALIZAÇÃO DO PROGRAMA DE TRANSPORTE ESCOLAR (PTE)
O PCA da FICASE, Albertino Fernandes apresentou, no Fórum sobre a Educação, Família e Inclusão Social, promovido pela CM de São Miguel, a proposta da fundação que dirige para a Municipalização do Programa de Transporte Escolar (PTE).
Durante a sua explanação, Albertino Fernandes partilhou com o público micaelense presente no Fórum, os objetivos do referido programa, que visam essencialmente ...(i) ultrapassar as barreiras geográficas, (ii) combater o abandono escolar, contribuindo assim para uma maior (iii) inclusão educativa dos alunos oriundos de famílias com parcos recursos financeiros.
Para se chegar a esta proposta, fez sumariamente o retrato das atuais Modalidades de Gestão do Programa, geridas em alguns casos, de forma paralela pela FICASE, MFIS, Câmaras Municipais, ONGs. A estratégia de centralização nas Camaras Municipais, se implementada, trará ganhos significativos para todos. Para tal, é preciso a uniformização do modelo de gestão e a regulamentação dos TE, que a seu ver, trará maior eficácia e eficiência ao programa e, consequentemente, contribuirá para a sua sustentabilidade. Outras vantagens prendem-se com a melhoria no seguimento e avaliação do programa, o que permitirá a eliminação de duplicação de beneficiários e, com isso, aumentar o número de alunos beneficiários.
De realçar que desde 2017, a FICASE investiu aproximadamente 70 mil contos para subsidiar o transporte dos alunos do Ensino Secundário oriundos de famílias com parcos recursos financeiros. Durante este período, 6 mil alunos do 5º e 6 Anos de escolaridade foram integrados na nova rede educativa.
Atualmente, 8 das 22 câmaras municipais gerem a 100% o PTE através de assinatura de protocolo com a FICASE. Com isso, há transferência automática e direta de fundos destinados ao Transporte Escolar às autarquias, garante Albertino Fernandes.
Até 2021, a FICASE pretende alargar esta estratégia com as demais câmaras municipais.
