'Religiously qualified men' simply means a Muslim •'male' of •'post-puberty age' (meaning having reached the age of understanding) and •'mentally sane', that is, he is not a nutter or delusional nor intoxicated with drugs, alcohol or any other forms or types of unstable state of mind.
