The chairman of the Council of Governors Peter Munya has said the Senate should be scrapped “since it is not serving its purpose.”

Speaking at Karama market in Tigania East during when issuing bursaries, Mr Munya said there was no need of spending taxpayers’ money on creating an institution above the National Assembly, which does not account for its functions.

Take control of Referral hospitals-Senior medics to state.

Senior medical doctors have asked that county referral hospitals be run by the national government as State corporations.

They said the institutions in the regions should be accorded independence and status such as that of Kenyatta National Hospital and Moi Teaching and Referral Hospital.

According to Prof Richard Muga, a former National Hospital Insurance Fund chairman and Prof George Magoha, Chairman of the Kenya Medical Practitioners and Dentists Board, the county governments were overwhelmed by the management of the health sector.

To address the challenge, Prof Muga on Sunday suggested that county referral hospitals be put under the State Corporations Act.

“The independency of the two referrals allows them to receive budget from government directly. The governors do not have the capacity. Only county hospitals should be under them,” said Prof Muga at the 44th Kenya Medical Association Scientific Conference in Kisumu.

Prof Magoha said running of the bigger hospitals had become a nightmare for counties.

“There is a gap in managing health care by the counties. The bosses should accept to save the lives of Kenyans,” he said.

He claimed funds for these hospitals were misused in the counties

Governors have accused the national government of delaying funding to the team that took over from the Transition Authority (TA).

The county chiefs on Tuesday said the Intergovernmental Technical Relations Committee is underfunded and this is affecting its work.

Council of Governors boss Peter Munya, in a statement, also called for the relocation of the budget basket of the committee from the ministry of Devolution to the office of the President to boost efficiency.

The intergovernmental committee chaired by former PS Prof Karega Mutahi, took over from the TA upon the expiry of the Kinuthia Wamwangi-led team’s term last month.

“Services of the committee have been hampered. The Council of Governors now requires Treasury to make funds available to the committee immediately,” Mr Munya said.

The committee is expected to coordinate the activities of the national and county governments, the Summit. President Kenyatta heads the summit and governors are members.

DEVOLVED FUNCTIONS

Some of the functions yet to be devolved include roads, agriculture, betting and casinos, water services, assets and liabilities as well as establishment of county pensions.

On the roads, the governors argued the transfer of Sh143 billion worth of assets were not divided properly and quibble over the Sh5 billion betting and casinos.

The ten-member relations committee was inaugurated in 2015 by the then Devolution Cabinet Secretary Anne Waiguru and tasked with the responsibility of taking up residual functions of the authority.

Mr Munya called for immediate transfer of assets of TA to the technical committee.

This, the county chiefs argue, should be besides strengthening the Relations committee through amendment of the Intergovernmental Relations Act to delink it from devolution ministry.

“The committee needs to be strengthened to take up its functions as the Secretariat to the Summit and that the Summit should not be served by the Ministry of Devolution or the Office of the President.”

GOVERNMENT TARGET 1.8 MILLION FOR POLIO VACCINATION

The government through the ministry of health has launched polio campaigns in thirteen counties in the country. West Pokot is among the counties that were selected for the exercise and it was launched by the National Director of Medical Services Jackson Kioko at Kapenguria. Speaking during the official launch of the campaign, Kioko said the ministry is targeting over 1.8 million children aged below five years during the five... day campaign. Kioko said the campaign will ensure all children in most high risk counties are protected against the killer disease.

“The continuous campaigns that we are currently holding in the country are to help us to remain on course in eradication of polio by 2018,” he said. The ministry is targeting West pokot, Trans-nzoia, Uasin Gishu, Narok, Turkana, Marsabit, Isiolo, Tharaka Nithi, Mandera, Wajir, Grissa, Tana River and Lamu counties.

He said in order for the ministry to achieve the target number, the ministry is going to conduct door to door campaigns. Kioko assured parents in the country that the vaccine is safe and has been tested by the National Quality Control Laboratory and asked parents and guardians to ensure their children are vaccinated. “The vaccines that will be used during this polio vaccination campaign is the same one that is used in our routine immunization program in all public, private and faith based health facilities,” he said. He also disclosed that West Pokot County has had a declining fully immunized child coverage from a high percentage of 77% in 2012/13 to 56% in 2014/15.

He said in 2013 Garissa County lost two children and fourteen others were paralyzed by polio. The director also pointed out that the ministry will partner with all county governments and all stakeholders to ensure that the right structures are put in place so that all children are reached with lifesaving vaccines. “The ministry is going to procure more cold chain equipment, build more health facilities, procure more health commodities and employ more health workers in order to improve access to immunization and other health services,” said the director

-Be a Kenyan Citizen -D+ and above -KCSE -18 years and over but not older than 28 years for those with no Diploma or Degree Qualification. -Should not be older than 30 years for those with Diploma and Degree qualification from Universities recognized in Kenya. -Meets the requirements of chapter six of the Constitution. -Physically,mentally and medically fit. -Has no criminal or pending criminal action. -Female candidates must not be pregnant at recruitment and during the entire training period. -For the first time there will be a 3 months internship training for all recruits b4 deployment.

Note;

A candidate who; canvasses directly or indirectly knowingly, willingly and blatantly lies, misrepresents, cheats, and fails to disclose material facts or engage in any form of corrupt activity -shall be disqualified and in addition be arrested and prosecuted.

• The role of the Senate is to: • Represent the counties and to protect the interests of the counties and their governments. • Make laws concerning counties ... • Determine the allocation of national revenue among counties • Exercise oversight over national revenue allocated

The Senate represents the counties and serves to protect the interests of the counties and the county governments. The Senate has a total of 68 members. It comprises of 47 members each representing a single county and is elected by the registered voters of that particular county. The Senate also consists of 16 women who shall be nominated by political parties according to the party’s proportion of members in the Senate. It will also consist of 2 members, being one man and one woman to represent the youth. The Senate will comprise a further 2 members, a man and a woman, to represent person’s with disabilities. The Speaker, who is an ex officio member, shall also be a member of the Senate. A general election of members of Parliament (Senate) shall be held on the second Tuesday in August in every fifth year. The term of the Senate is 5 years.
