In an environment of expanded educational provision albeit with commensurate devaluing of indigenous knowledges and social capital, knowledge acquisition, creation, assimilation, dissemination and use are elemental to human, cultural and social development. The history and character of the society, nevertheless, are shaped, to a large extent, by the dominant force of globalization propped up by fast evolving information and communication technology presenting countless challenges and opportunities. CECS is a fitting vehicle to enable people to navigate that milieu. It presents the ideal platform for addressing concerns regarding lifelong learning, education and culture in fledgling learning societies. Education and culture embody the values of all people; separately and together. They touch people's lives and are the very heart and soul of societies struggling to remain relevant. CECS is timely, as well, given the absence, in the region, of organisations pursuing an agenda of research and popular education. It is, therefore, well placed to undertake programmes of development research, advocacy, teaching and agitation.
