The Regional Centre for Strategic Studies (RCSS) is a premier think tank based in Colombo, Sri Lanka, working on regional security and strategic issues that concern South Asia. Established in 1992, it is an independent, non-profit and non-governmental organization which encourages research, dialogue, and interaction on a broad range of traditional and non-traditional security studies. As a pioneering regional think tank, RCSS initiates, coordinates and supports research and learning on South Asian strategic and security issues. RCSS is governed by a Board of Directors (BoD) and its research directions are set by an International Research Committee (IRC). The members of the BoD and IRC are recognized scholars, diplomats, civil servants and members of the strategic community from South Asia and around the world. The Executive Director (ED) is the chief executive officer of RCSS and is appointed on a rotational basis from South Asian member countries.

“Learning Crisis in South Asia” warns UNICEF

In a conference on ‘Learning Generation and Delivery Approaches’, organised by UN Children’s Fund (UNICEF) held in Kathmandu, Nepal recently, UNICEF warned of a “learning crisis” in South Asia.

The Regional Director for UNICEF South Asia - Jean Gough - stated that in South Asia only about half of primary-aged children receive education with minimum learning standards. To provide quality education for both girls and boys to reach th...eir full potential, more investments and standardization of education are required. UNICEF collaborates with the International Commission on Financing Global Education Opportunity, an organization with a mission to increase investment in education, to ensure inclusion of ‘children at risk’ and increase investment in education.

According to statistical data of UNICEF, in the South Asian region alone, there are 10 million out-of-school children, who are eligible to attend primary level and 20 million out-of-school children eligible for secondary level education.

“GPPAC - RCSS Week 2018” Colombo, Sri Lanka

Regional Centre for Strategic Studies (RCSS) together with Global Partnership for Prevention of Armed Conflicts (GPPAC) will organize thematic events in June, 2018 presenting an opportunity to many scholars, academics, members of civil society organizations across the world to network and collaborate in promoting conflict prevention and peacebuidling. “GPPAC Week” consists of three main activities including a conference, regional me...eting and international steering group meeting of GPPAC.

RCSS is organizing: 1. Conference on “Trends in Youth Radicalization in South Asia” on 7th June, 2018, at Ramada Hotel, Colombo. The conference aims to identify the diverse trends and processes in youth radicalization in South Asia in order to propose strategies as how to promote positive youth radicalism towards socio-political progress in South Asia.

2. Regional Steering Group (RSG) Meeting GPPAC South Asia – 8th June, 2018, at Ramada Hotel, Colombo. The main objective of the RSG Meeting is to discuss the identified country activity in the year 2018 and also to plan out activities of GPPAC South Asia network for the year 2019.

GPPAC ISG Meeting 2018

International Steering Group (ISG) is the global governing body of GPPAC. It consists of a minimum of 15 persons representing GPPAC regions plus a maximum of 6 non-regional members. ISG members are internationally recognized figures on prevention of armed conflicts, and peace building in their respective regions. 30 people from GPPAC will participate in the ISG meeting 2018. This is the first time that the ISG meeting is in South Asia. It will be held from 4 June to 6 June, 2018 at Ramada Hotel, Colombo. Global Partnership for Prevention of Armed Conflicts (GPPAC) which is based in The Hague, The Netherlands, is a member-led network of civil society organisations (CSOs) active in the field of conflict prevention and peacebuilding across the world. The network is organised around 15 regional networks of local organisations, each region having its own priorities, character and agenda.

Since GPPAC’s inception in 2003, RCSS has been the GPPAC’s regional secretariat for the South Asia region.

Prof. Gamini Keerawella, Executive Director, Regional Centre for Strategic Studies (RCSS) discussed the priorities of RCSS highlighting its interest on research on democracy building in the South Asian region at the present day context. In that light, H.E. Mr. Thorbjørn Gaustadsæther encouraged RCSS to establish relations with research and academic institutes in Norway to materialize research on such thematic areas.

Courtesy visit to United Nations Development Programme (UNDP), Sri Lanka

Prof. Gamini Keerawella, Executive Director, Regional Centre for Strategic Studies (RCSS) made a courtesy visit to UNDP, Sri Lanka and met with Ms. Lovita Ramguttee, Deputy Country Director (Programmes and Operations). Ms. Lovita Ramguttee expressed interest to know RCSS future work plan to identify possibilities of collaboration in the broader areas o...f youth empowerment and governance parallel to the next five year plan of UNDP Sri Lanka.

In terms of furthering the cooperation between RCSS and UNDP Sri Lanka, Prof. Keerawella indicated that the partnership built between UNDP and RCSS during “Future Policing” Conference in 2016 can be broaden if a regional dialogue can be created around peacebuiliding in Sri Lanka with input from other countries in South Asia region. Ms. Lovita Ramguttee indicated the possibility of working together on the areas of youth and gender under the youth empowerment programme of UNDP and the National Youth Service Council of Sri Lanka. Prof. Keerawella expressed interest to contribute to empower youth in terms of preparing youth for future leadership in political, economic and social spheres.
