This is the biggest mosque/masjid in Federal Territory, even bigger than Masjid Negara, and i believe it is quite an important landmark, because it is sited up on a hill near the existing other government buildings such as Matrade, Miti and other departments. Also a strategic place for solace and prayers as well as a tourist attraction /destination.
However, it is a shame that there is not much information on this masjid ie publications on architecture, engineering and technical aspects about it other than the usuals weekly/monthly kulliyyahs.
I truly believe, the original designer took a short-cut in designing this mosque by directly and literally copying/replicating components of mosques (the dome is so blatantly showing ideas copied from the Blue Mosque Turkey), hence this mosque really doesn't have it's own identity. Perhaps he/she probably didn't intend to, but was forced to do so by the the superior, in order to please the mayor at that time and at the same time to justify the all-paid-for trip to Istanbul in the early part of the year (I hope this isn't a norm).
For a mosque which is planned and built quite recently, i must say, this mosque lacks characteristics, identity and new ideas which we expect it to have because we're living in a modern world, we ought to reflect that we have new ideas and are a progressive nation.
It is also sad to see that the maintenance of the place is really done at half past six level. Fountain heads at reflection pools that are hardly functional (probably broken or clogged), now the ponds are filled with algae. Granite slabs at staircases that are coming off and abundant traces of watermarks on the ceilings along verandahways, showing the failure of the flat roof architecture applied on the building, which is not appropriate for our weather. " Went there for Zuhur prayer. What a serene place. But some part of the water fountain is not well maintained. "

" Masjid Wilayah is the place to be during any visit to Kuala Lumpur. Enlightening and magical. Nestled on 33 acres, it has an eccelectical mixture of Ottoman, Turkish, Persian and Malaysian architectural features. Most welcoming to both Muslims and non Muslims. There are friendly Mosque Tour Guides volunteers available daily from 10am to 6pm (for free). "
