About Hawaiian Community Development Board

Incorporated in 2000, Hawaiian Community DevelopmentBoard (HCDB) is a non-profit 501c3 organization specializingin developing projects that provide low-income families withaffordable housing and other opportunities. It is governed by a7-member Board of Directors, all of whom are Native Hawaiian.A majority of the board members are beneficiaries of theHawaiian Homes Commission Act, and leaders in their respectivecommunities. HCDB has a strong connection with Hawaiiancommunities across the state, and a demonstrated track recordof developing projects that serve the needs of the beneficiaries inways they want to be served. HCDB believes in finding creativesolutions and providing pathways for applicants to become lessees,such the incorporation of self-help housing solutions, Habitat forHumanity, rentals and kupuna housing, and traditional developerbuiltsubdivisions.HCDB is qualified as a Community Housing DevelopmentOrganization (CHDO) and received certification several times.Under HUD Regulations, to qualify as a CHDO, a non-profitmust demonstrate its board includes representation from thecommunity with at least one-third of its membership beinglow-income members: significant experience in serving thecommunity, and a strong financial management capacity.HCDB has been an active partner with Hawaiian homesteadcommunities in developing effective solutions for some of themost challenging concerns. HCDB believes the affordablerentals approach will provide a critically needed pathway tohomeownership for many of the applicants who have waited onthe list the longest. HCDB believes in working with and for theapplicants based on their present financial reality and family needs.
